Rimuru’s confrontation with the Western Council was one of the moments that showed how quickly his diplomatic attitude could change when Tempest was treated unfairly.
He had not gone to the Council looking for a fight.
Instead, he had accepted an invitation to discuss Tempest’s relationship with the Western nations and its possible membership in the Council.
He wanted to strengthen Tempest’s ties with human countries and continue the peaceful coexistence he had been building.
However, the meeting eventually became part of a much larger scheme designed to undermine him.
Why Did Rimuru Go to the Western Council?
Rimuru went to the Western Council because Tempest had reached a point where its relationship with the human nations could no longer be handled through individual alliances alone.
The Council represented an important political structure in the West, so establishing a formal relationship with it could strengthen Tempest’s international position.
Rimuru therefore accepted the invitation and traveled to Engrassia with Shuna, Souei, and Benimaru.
His goal was essentially diplomatic: he wanted Tempest to establish stronger ties with the Western nations and demonstrate that a nation ruled by a Demon Lord could peacefully coexist with humans.
The beginning of the meeting actually went relatively smoothly.
Rimuru discussed the conditions for joining the Council and was prepared to negotiate.
He even understood that the Western nations had their own interests and that Tempest joining the Council could benefit both sides.
Nothing initially suggested that Rimuru had gone there intending to confront anyone.
The situation changed only after the council members returned from an intermission with a completely different proposal.
The Petition That Made Rimuru Snap
After a three-hour break, the council members handed Rimuru a document described as a petition.
As soon as he read it, he realized that the proposal contained a series of extraordinary demands.
The first demanded that Tempest extend the Magic Train line all the way to Engrassia while paying all of the construction costs itself.
The second demanded that Tempest provide high-quality military equipment to strengthen the military forces of the Western nations.
The third demand went even further.
The Council claimed that the treasure and resources inside Tempest’s Dungeon belonged to humanity as a whole, and therefore demanded that the Council become involved in its management and operation.
For Rimuru, this was effectively a demand for humans to interfere with something that belonged to Tempest and that his people had developed themselves.
The fourth demand concerned Tempest’s membership in the Council.
Tempest would have to pay a fixed annual fee, but when it came to choosing representatives, only humans would be allowed to represent the nation.
In other words, Rimuru could supposedly join an organization that would impose obligations on his country while simultaneously denying his own monster citizens the right to represent their nation.
That combination was what finally broke Rimuru’s patience.
The proposal was not simply unfavorable.
From his perspective, it treated Tempest as an inferior nation that existed to provide resources, money, technology, and military equipment to the human nations.
He interpreted the conditions as effectively reducing his people to servants of the Western powers.
He therefore accused the council of trying to enslave him and his people and kicked the table in anger.
But Something Was Wrong With the Meeting
There was an important detail that Rimuru initially did not understand: the council members had not simply decided on these demands by themselves.
Raphael detected a form of mental interference affecting the area.
The interference had influenced the council members and distorted the direction of the meeting.
More importantly, the spell had also affected Rimuru’s emotional state.
His sudden surge of anger actually created a crack in the mental interference, which allowed Raphael to recognize that someone had been manipulating the meeting.
This explained why the atmosphere had changed so dramatically.
The meeting had begun with reasonable diplomatic discussions, but after the interruption, the council suddenly presented a petition containing demands that were wildly different from what had previously been discussed.
Once the interference was removed, the council members themselves realized how unreasonable and sudden their proposal had been.
Mariabell Rosso Had Manipulated the Council
The person behind the manipulation was eventually identified as Mariabell Rosso.
She used her unique skill, Greed, to influence people by exploiting their desires.
She had already been working behind the scenes to control the Western political and economic system, and Tempest’s rapid rise threatened those ambitions.
Mariabell deliberately manipulated the council members and caused the unreasonable demands to appear in the petition without all of the affected members being consciously aware of how they had been influenced.
The result was a meeting in which the council members believed they were pursuing their own interests while their desires had actually been manipulated to serve Mariabell’s plan.
This was why the incident worked so well as a trap.
If Rimuru accepted the demands, Tempest would have given away enormous economic and political advantages.
If he rejected them calmly, Mariabell could still use the conflict to obstruct Tempest’s relationship with the West.
But if she could push him into an emotional outburst, she could make the Demon Lord appear aggressive and dangerous in front of the human nations.
What Was Mariabell Trying to Accomplish?
Mariabell’s larger objective went far beyond winning a single council meeting.
She wanted to eliminate Rimuru as an obstacle to the Rosso family’s control over the Western world.
Her family had been working toward enormous economic and political influence over the Western nations, while Tempest’s technological development and growing economic power threatened that system.

Tempest was particularly dangerous to Mariabell because Rimuru had created an economic system that could rapidly spread throughout the West.
The Dungeon, Magic Train, advanced technology, and growing trade relationships all increased Tempest’s influence.
Mariabell therefore saw Rimuru as someone who could eventually become powerful enough to overturn the political and economic structure that the Rosso family had spent generations building.
Her plan at the Council was therefore designed to prevent Tempest from peacefully integrating into the Western political system and to create an opportunity to remove Rimuru as a threat.
The manipulated petition could damage his relationship with the human nations, while the surrounding schemes created additional ways to provoke or undermine him.
Why Rimuru’s Snap Was So Important
Ironically, Mariabell’s manipulation produced an outcome she did not fully expect.
Rimuru did lose his temper, but his anger also disrupted the mental interference affecting the council.
Raphael detected the spell, and Rimuru was able to uncover the manipulation instead of simply allowing the meeting to collapse.
So Rimuru snapped for a very understandable reason: he had been presented with a petition that demanded Tempest pay for Western infrastructure, provide military equipment, surrender control over its Dungeon, pay membership fees, and accept rules that prevented monsters from representing their own nation.
To Rimuru, those conditions were not a normal diplomatic negotiation.
They treated Tempest as an inferior nation whose resources could be exploited by the humans.
But the deeper truth was that the petition had been engineered to provoke exactly this kind of reaction.
Mariabell had manipulated the council, distorted the negotiations, and attempted to use the resulting conflict against Rimuru.
What looked like Rimuru simply losing his temper was actually one part of a much larger struggle between Tempest and the Rosso family’s attempt to control the Western world.
